Training Centers and Laws  – Basis For Further Development

On June 25, 2007 the meeting of the Organizing Committee on preparation and participation of the Ukrainian athletes in the Olympic, Paralympic and Deaflympic Games, World Students Games, world and European championships presided over by the Vice Prime Minister of Ukraine Dmytriy Tabachnyk took place at the Cabinet of the Ministers of Ukraine. The main issues of the meeting were logistic support of the Olympic training centers and legal support of the off-budget financing of the top sports development.


The NOC President Sergei Bubka expressed his concern on a tendency that becomes an everyday occurrence in our country, i.e. the main Olympic centers pass into ownership of the private individuals, that makes difficulties for athletes’ full-fledged training in Ukraine prior the Olympic Games. The other but not less important problem for top athletes’ Olympic training process is a lack of modern technology-equipped training centers.
The result of the above mentioned is that preparing to the international competitions and even the national one using the training centers abroad the Ukrainian athletes invest the development of sports infrastructure of foreign countries.
According to Bubka’s words the NOC of Ukraine takes every possible measures to improve the athletes’ training process providing the modern scientific and medical equipments for the total sum of 7 million Hryvna, giving registered scholarships as well as financial support for federations for the total sum of over 8 million Hryvna, that is 57% more when compare with the years 2005 and 2006.
It became possible thanks to the support of the Ukrainian Government and the Ukrainian Parliament in allocation of 19,8 million Hryvnas of the State Budget for the concrete projects of the National Olympic Committee.
Among others priority problems mentioned by Sergey Bubka are improvement of the social conditions for athletes and coaches, increasing of the scholarships fund, application of different ways of athletes and coaches’ work incentives, appropriate logistical support of the Olympic training centers.
The NOC president stressed the importance of pharmacological supply, improvement of the children sports school’s activity and TV coverage of the Olympic Games.
The Minister for Family, Youth and Sports – Viktor Korzh said that at present it succeeded in saving practically all sports facilities. It became possible thanks to the Ukrainian Parliament (Verkhovna Rada) which adopted the decree on prevention of closure and restructure of sports facilities. However, the state of these arenas has many reasons for complains and needs a substantial improvement.
Preparation of a new redaction of the Law On Physical Culture and Sport, attraction of funds received from realization of the state lotteries for sports needs, a preferential land taxation of the sports facilities as well as creation of favourable conditions for sponsors and partners are the main tasks of the legal support, the fulfillment of which will assist further development of the national sport.
