REGULATIONS ON THE COMMISSION OF THE NATIONAL OLYMPIC COMMITTEE OF UKRAINE "OLYMPIC EDUCATION AND CULTURE"

 

1. The Commission of the National Olympic Committee of Ukraine (hereinafter referred to as the NOC of Ukraine) is a collegial advisory body of the Executive Committee of the NOC of Ukraine, which is created to deepen and improve the work of the Executive Committee in accordance with the areas of its activity and to fulfil its statutory tasks.

 

2. In its activities, the NOC of Ukraine Commission for Olympic Education and Culture (hereinafter referred to as the Commission) shall be guided by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, other legislative acts, the Olympic Charter, the International Olympic Committee Code of Ethics, the Anti-Doping Code, the Statute of the National Olympic Committee of Ukraine, as well as this Regulation.

 

3. The activities of the Commission shall be governed by its Regulations. The Regulation on a particular Commission shall be approved by the Executive Committee of the NOC of Ukraine upon the proposal of the Head of the Commission.

 

4. The Commission shall act to promote the Olympic values and cultural heritage of the Olympic Movement in Ukraine, to involve specialists and the public in the development of the Olympic Movement in the country, to comply with the requirements of national and international regulations concerning Olympic education, culture and Olympic heritage for the sustainable development of society.

 

5. The main tasks of the Commission are:

  • popularisation, development and dissemination of Olympic ideals and principles, humanistic values of Olympism, the Olympic Movement and the Olympic Games among the population of Ukraine, primarily among children and youth;
  • studying the Olympic heritage of Ukraine and promoting its preservation;
  • study and dissemination of the cultural heritage of the Olympic Movement;
  • promoting the development of the Olympic education system in Ukraine as an important component of sustainable development of society;
  • promoting the intensification of research in the field of Olympic sport and Olympic education;
  • consideration of issues related to the activities of the NOC of Ukraine in accordance with the areas of work of the Commission;
  • making decisions on issues within the competence of the Commission.

The decisions of the Commission are advisory in nature and are subject to mandatory approval by the Executive Committee of the NOC of Ukraine.

The decisions of the Commission shall come into force from the date specified in the decision of the Executive Committee of the NOC of Ukraine. If such date is not specified, then from the moment of their approval by the Executive Committee of the NOC of Ukraine.

 

6. The Commission shall, in accordance with its tasks

  • Promote the Olympic ideals and principles, humanistic values of Olympism, the Olympic Movement and the Olympic Games among the population of Ukraine, especially among children and youth;
  • co-organises scientific congresses, symposia, seminars on the history, issues of the Olympic Movement and Olympic education;
  • cooperates with the International Centre for Olympic Research and Education (Kyiv) in the field of scientific research and coordinates the activities of regional centres;
  • studies and promotes the preservation of the Olympic heritage of Ukraine;
  • promotes the values of Olympic culture among children and youth;
  • facilitates the participation of Ukrainian specialists in the events of the International Olympic Academy, the International Centre for Olympic Studies (Lausanne), international congresses, symposia, seminars, etc;
  • prepares Olympic literature for publication;
  • participate in the activities of the NOC of Ukraine related to the dissemination of Olympic values;
  • considers the documents, letters, appeals, statements, explanations submitted by the subjects of the Olympic Movement in accordance with the direction of its work;
  • hear the participants of the Olympic Movement at its meetings;
  • Involves experts and specialists in the relevant field in its work;
  • provides recommendations for resolving problematic issues highlighted in documents, letters, appeals, statements and informs the NOC of Ukraine Executive Board of its decision;
  • within the limits of its competence, resolve issues of providing assistance to the subjects of the Olympic Movement, including financial assistance;
  • performs other functions arising from its tasks.

 

7. The Commission shall have the right to: - involve members of the NOC of Ukraine, specialists of the Executive Board of the NOC of Ukraine, experts and specialists in consideration of issues within its competence; - receive information from the Executive Board of the NOC of Ukraine, members of the NOC of Ukraine and other subjects of the Olympic Movement necessary for the performance of its tasks.

 

8. The Commission consists of not less than 5 and not more than 20 members, including:

  • Chairman;
  • Deputy Chairman;
  • members of the commission.

 

9. The Commission may include members of the NOC of Ukraine, representatives of the Olympic Movement, representatives of state and public structures of Ukraine, experts and specialists whose activities are directly related to the work of the Commission.

The Commission shall include a representative of the Athletes' Commission of the NOC of Ukraine.

 

10. The Chairman, Deputy Chairman and members of the Commission shall be approved by the decision of the Executive Committee of the NOC of Ukraine upon the proposal of the President of the NOC of Ukraine. The decision shall be made by a majority vote.

 

11. The members of the Commission may be removed from the Commission only on the basis of a decision of the Executive Committee of the NOC of Ukraine at their own request or on the proposal of the President of the NOC of Ukraine.

 

12. The Chairman of the Commission has the following powers:

12.1. Organise the work of the Commission;

12.2. Hold meetings of the Commission and chair them;

12.3. Organise the work of the Commission members in accordance with the direction of work and the work plan of the Commission;

12.4. Develops and submits the Commission's work plan for approval at the Commission's meeting.

12.5. Participate in the formation of the Commission's membership;

12.6. Sign the minutes of the meetings, conduct correspondence on behalf of the Commission;

12.7. Reports to the Executive Committee of the NOC of Ukraine on the work of the Commission and prepares materials on specific issues for its meetings;

12.8. Submit proposals to the budget.

 

13. The Deputy Chairperson of the Commission shall be approved by the NOC Executive Committee together with the composition of the Commission. The Deputy Chairman of the Commission shall perform the duties of the Chairman during his/her absence.

 

14. The Secretary of the Commission shall be a full-time employee of the Executive Directorate of the NOC of Ukraine appointed by the relevant order of the Executive Director.

The Secretary of the Commission shall keep minutes of the meetings of the Commission, collect and prepare materials for the meetings of the Commission, and perform other instructions of the Chairman of the Commission in accordance with his/her powers.

He/she shall have an advisory vote at the meetings of the Commission.

 

15. The main form of work of the Commission shall be meetings.

Meetings of the Commission shall be held at least twice a year or more often, if necessary.

The Commission's meetings shall consider issues in accordance with the Commission's work plan.

Meetings of the Commission shall be held in public or in private. The Commission shall decide on the form of the meeting prior to the meeting.

A meeting of the Commission shall be deemed to be quorate if at least half of the total number of its members are present.

Decisions of the Commission, except as expressly provided for in the regulations on a particular Commission, shall be made by a simple majority of votes. In the event of a tie, the Chairman of the Commission shall have a casting vote.

 

16. The President of the NOC of Ukraine or any member of the Executive Committee may participate in the work of the Commission.

 

17. The material, technical and financial support of the Commission's activities shall be provided by the NOC of Ukraine in accordance with the approved budget.

 

18. The Head of the Commission and its members are provided with guarantees of activity:

  • the opportunity to attend events related to the performance of tasks assigned to the Commission;
  • independence in decision-making;
  • other guarantees related to the fulfilment of the tasks assigned to the Commission.

 

19. The activities of the Commission are supervised by the Executive Board of the NOC of Ukraine, and in between meetings of the Executive Board of the NOC of Ukraine - by the President of the NOC of Ukraine.

The Head of the Commission shall report to the NOC of Ukraine's Executive Committee on the work done at least once a year. The sequence and procedure for reporting shall be determined by the NOC of Ukraine Executive Board.

In case the work of the Commission is deemed unsatisfactory, the NOC of Ukraine Executive Board may decide to terminate its work or re-elect the members of the Commission. Such a decision shall be made at a meeting of the Executive Committee by at least two-thirds of the votes of the members present.
