43rd Reporting and Election General Assembly of the National Olympic Committee of Ukraine: Vadym Guttsait re-elected as president

On 6 October, the XLIII Reporting and Election General Assembly of the National Olympic Committee of Ukraine took place at the ‘Koncha-Zaspa’ Olympic Training and Sports Centre. The meeting was held in a hybrid format and brought together representatives of the authorities, sports federations, regional branches of the NOC of Ukraine, physical culture and sports societies, athletes, coaches, sports organisations and other stakeholders in the Olympic Movement.
Among the guests of honour at the General Assembly were Matviy Bidny, Minister for Youth and Sport of Ukraine; Vadym Guttsait, President of the National Olympic Committee of Ukraine and Olympic champion; Valery Borzov, member of the International Olympic Committee; Oleksiy Perevezentsev, First Vice-President of the NOC of Ukraine; Oleksandr Krykun and Oleksiy Dniprov, Vice-Presidents of the NOC of Ukraine; as well as renowned athletes.
Before the start of the business session, the ‘Athlete of the Month’ awards ceremony took place. Awards were presented to Yaroslava Mahuchikh — Best Female Athlete of September, Tetiana Stepanova — Best Female Coach of September, Oleksandr Chernyshev — Best Young Athlete of September, and Vyacheslava Zagoria — Best Coach of a Young Athlete in September.
Addressing the participants of the General Assembly, Matvii Bidnyi, Minister of Youth and Sport of Ukraine, highlighted the importance of the work carried out by the NOC of Ukraine and the Ukrainian sporting community amidst a full-scale war, and expressed his gratitude for the support given to athletes and the development of the Olympic movement.

During the Assembly, participants reviewed the activities of the NOC of Ukraine and the Executive Committee for the period 2022–2026, heard the Audit Commission’s report, considered financial matters and approved the main areas of focus for the NOC of Ukraine for 2027.
In his report, Vadym Guttsait highlighted the results of the work carried out between 2022 and 2026 and thanked the entire Olympic family for their collaboration and support of Ukrainian athletes amidst a full-scale war.
“Everything we have managed to achieve over these years is the result of teamwork. Together, we support athletes, develop the Olympic movement, represent Ukraine on the world stage and carry on working even in the most difficult of times,” said Vadym Guttsait.

As part of the discussion of the agenda items, the following also delivered reports: Olga Saladukha, Member of the Ukrainian Parliament and President of the Ukrainian Athletics Federation; Vitalii Bunechko, Head of the Zhytomyr Regional Military Administration and the Zhytomyr Regional Branch of the NOC of Ukraine; Mykhailo Illiashev, President of the Ukrainian Fencing Federation; Hryhorii Nedopad, Head of the Volyn Regional Branch of the NOC of Ukraine; Yuriy Kopytko, President of the Ukrainian Wrestling Association; Nina Lemesh, Head of the Ukrainian NOC Branch in the Chernihiv Region (joined online); First Deputy Chair of the ‘Dynamo’ Physical Culture and Sports Society Mykola Danevych, Chair of the NOC of Ukraine’s ‘Athlete’s Entourage’ Commission Olga Danko (joined online) and Chair of the NOC of Ukraine’s Athletes’ Commission Mykhailo Romanchuk.
During her speech, Hanna Sorokina, Vice-President of the Ukrainian Diving Federation, also thanked those present for their collaboration and contribution to the development of Ukrainian sport.

The General Assembly considered amendments to the Statutes of the NOC of Ukraine and approved the new version. Among the proposed changes were clarifications regarding the criteria for athlete representation, approaches to the formation of the Executive Committee, and the Executive Committee’s powers to nominate candidates for the post of President of the NOC of Ukraine. The relevant proposals had previously been submitted to the International Olympic Committee for approval.
A separate part of the meeting was devoted to forming the new composition of the NOC of Ukraine for the period 2026–2030. The General Assembly approved the new membership of the NOC of Ukraine, comprising representatives of sports federations, regional branches, physical culture and sports societies, the Olympic Academy of Ukraine, the Athletes’ Commission and other bodies of the Olympic Movement. New honorary members of the NOC of Ukraine were also elected.
One of the key issues on the Assembly’s agenda was the election of the President of the NOC of Ukraine for the period 2026–2030. Following the vote, Olympic champion Vadym Guttsait will continue to lead the National Olympic Committee of Ukraine. 164 delegates voted in favour of electing Vadym Guttsait as President of the NOC of Ukraine, with 2 abstentions and 0 votes against.

Vadym Guttsait thanked the members of the NOC of Ukraine, the sports federations, the regional branches, athletes, coaches and the entire Olympic family for their joint efforts during the reporting period and expressed his confidence in continued fruitful cooperation.
“Thank you all for your trust and support. For me, this is a great responsibility and, at the same time, motivation to continue our joint work. There are still many tasks ahead, and I am confident that together we will be able to achieve them and continue to work for the benefit of Ukrainian sport and our athletes.”
Following the election of the president, the General Assembly approved the new composition of the governing bodies of the NOC of Ukraine for the next Olympic cycle.
Oleksii Perevezentsev was re-elected as First Vice-President of the NOC of Ukraine. Oleksii Dniprov, Oleksandr Krykun and Maria Bulatova were re-elected as Vice-Presidents of the NOC of Ukraine.
The 21-member Executive Committee and the Audit Commission of the NOC of Ukraine for the period 2026–2030 were also formed.
