Provisions.
Regulations on the Awards Commission of the National Olympic Committee of Ukraine
1. The Awards Commission of the National Olympic Committee of Ukraine (hereinafter referred to as the NOC of Ukraine) is a collegial advisory body of the Executive Committee of the NOC of Ukraine, which is established to deepen and improve the work of the Executive Committee in accordance with the areas of its activity and to fulfil its statutory tasks.
2. In its activities, the Commission shall be guided by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, other legislative acts, the Olympic Charter, the International Olympic Committee Code of Ethics, the Anti-Doping Code, the Charter of the National Olympic Committee of Ukraine, as well as this Regulation.
3. The activities of the Awards Commission shall be governed by its Regulations. The Regulation on the Commission shall be approved by the Executive Committee of the NOC of Ukraine upon the proposal of the Head of the Commission.
4. The Commission shall act to involve members of the NOC of Ukraine and specialists in physical culture and sports in the development of the Olympic Movement in Ukraine, to protect the rights of members of the Olympic Movement, to comply with the requirements of national and international regulations and to ensure certain areas of work of the NOC of Ukraine.
5. The main tasks of the Commission are:
- consideration at the meetings of applications for awarding individuals who have made a significant contribution to the development of the national and international Olympic Movement, submitted by the subjects of the Olympic Movement no later than the 5th day of each month
- making decisions on awarding the NOC of Ukraine Honourable Mention, gratitude and commemorative sign of the NOC of Ukraine "For Contribution to the Olympic Movement";
- making decisions on issues within the competence of the Commission.
The decisions of the Commission are advisory in nature and are subject to mandatory approval by the Executive Committee of the NOC of Ukraine.
The decisions of the Awards Commission shall come into force on the date specified in the decision of the Executive Committee of the NOC of Ukraine. If such date is not specified, then from the date of their approval by the NOC of Ukraine.
6. The Commission shall, in accordance with its tasks:
1) consider submissions of the Olympic Movement subjects, letters, appeals, statements, explanations in accordance with the direction of its work;
2) at its meetings hear the participants of the Olympic Movement;
3) engage experts, specialists in the relevant field to its work;
4) provide recommendations for resolving problematic issues highlighted in documents, letters, appeals, statements and inform the NOC of Ukraine of its decision;
5) performs other functions arising from its tasks.
7. The Commission has the right to:
- Involve members of the NOC of Ukraine, specialists of the Executive Board of the NOC of Ukraine, experts in consideration of issues within its competence;
- receive from the Executive Board of the NOC of Ukraine, members of the NOC of Ukraine and other subjects of the Olympic Movement the information necessary to perform its tasks.
8. The Commission consists of not less than 5 and not more than 15 members, including:
- Chairman;
- Deputy Chairman;
- members of the Commission.
The Awards Commission may include members of the NOC of Ukraine, representatives of the Olympic Movement, representatives of state and public structures of Ukraine directly related to the work of the Commission (by agreement).
9. The Chairman of the Commission shall be appointed by the decision of the Executive Committee of the NOC of Ukraine upon the proposal of the President of the NOC of Ukraine.
The decision shall be made by a majority vote.
10. The composition of the Commission shall be approved by the Executive Committee of the NOC of Ukraine upon the proposal of the Chairman of the Commission.

11. The members of the Commission may be removed from the Commission only on the basis of a decision of the Executive Committee of the NOC of Ukraine at their own request or on the proposal of the Head of the Commission, the President of the NOC of Ukraine or a member of the Executive Committee of the NOC of Ukraine.
12. The Head of the Commission has the following powers:
12.1. Organise the work of the Commission;
12.2. Hold meetings of the Commission;
12.3. Organise the work of the Commission members in accordance with the direction of work and the work plan of the Commission;
12.4. Develops and submits the work plan of the Commission for approval at the Commission meeting.
12.5. Submits candidates for members of the Commission for consideration by the Executive Committee;
12.6. Approve the candidature of the Secretary of the Commission with the President and the Executive Director;
12.7. Reports to the Executive Committee of the NOC of Ukraine on the work of the Commission and prepares materials on specific issues for its meetings;
12.8. Submit its proposals to the budget.
13. The Deputy Chairman of the Commission shall be elected at a meeting of the Commission by a simple majority of votes. The Deputy Chairman of the Commission shall perform the duties of the Chairman during his/her absence.
14. The Secretary of the Commission is an employee of the Executive Directorate of the NOC of Ukraine.
The candidacy of the Secretary of the Awards Commission shall be submitted by the Chairman of the Commission in agreement with the President of the NOC of Ukraine and the Executive Director of the NOC of Ukraine.
The Secretary of the Commission shall keep minutes of the meetings of the Commission, collect and prepare materials for the meetings of the Commission, and perform other instructions of the Chairman of the Commission in accordance with his/her powers.
He/she shall have an advisory vote at the meetings of the Commission.
15. The main form of work of the Commission shall be meetings.
Meetings of the Commission shall be held at least once a month or more often, if necessary.
The Commission's meetings shall consider issues in accordance with the Commission's work plan.
Meetings of the Commission shall be held in public or in private. The Commission shall decide on the form of the meeting prior to the meeting.
A meeting of the Commission shall be deemed to be quorate if at least half of the total number of its members are present.
Resolutions of the Commission, except as expressly provided for in this Regulation, shall be adopted by a simple majority of votes.
16. The President of the NOC of Ukraine or any member of the Executive Committee may take part in the work of the Commission.
17. The material, technical and financial support of the Commission's activities shall be provided by the NOC of Ukraine in accordance with the approved budget.
18. The Head of the Commission and its members are provided with guarantees of activity:
- the possibility to attend events related to the performance of tasks assigned to the Commission;
- independence in decision-making;
- other guarantees related to the performance of tasks assigned to the Commission.
19. Control over the activities of the Awards Commission shall be exercised by the Executive Board of the NOC of Ukraine, and in the intervals between meetings of the Executive Board of the NOC of Ukraine - by the President of the NOC of Ukraine.
The Chairman of the Commission shall report to the Executive Committee of the NOC of Ukraine on the work carried out at least once a year. The sequence and procedure for reporting shall be determined by the NOC of Ukraine Executive Board.
In case the work of the Commission is deemed unsatisfactory, the NOC of Ukraine Executive Board may decide to terminate its work or re-elect the composition of the Commission. Such a decision shall be made at a meeting of the Executive Committee by at least two-thirds of the votes of the members present.
15. The material, technical and financial support of the Commission's activities shall be provided at the expense of the NOC of Ukraine in accordance with the approved budget.
16. The Head of the Commission and its members are provided with guarantees of activity:
- the possibility to attend events related to the performance of tasks assigned to the Commission;
- independence in decision-making;
- other guarantees related to the performance of tasks assigned to the Commission.
18. Control over the activities of the Commission shall be exercised by the Executive Board of the NOC of Ukraine, and in the intervals between meetings of the Executive Board of the NOC of Ukraine - by the President of the NOC of Ukraine.
19. The Chairman of the Commission shall report to the Executive Committee of the NOC of Ukraine on the work carried out at least once a year. The order and procedure for reporting shall be determined by the NOC of Ukraine Executive Board.
