REGULATIONS ON THE COMMISSION OF THE NATIONAL OLYMPIC COMMITTEE OF UKRAINE "NOC BRANCHES OF UKRAINE"

 

I. General provisions

1. The Commission of the National Olympic Committee of Ukraine "Branches of the NOC of Ukraine" (hereinafter referred to as the Commission) is a collegial advisory body of the Executive Committee of the NOC of Ukraine, which is created to deepen and improve the work of the Executive Committee in accordance with the areas of its activity and to fulfil its statutory tasks.

2. In its activities, the Commission shall be guided by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, other legislative acts, the Olympic Charter, the International Olympic Committee Code of Ethics, the Anti-Doping Code, the Statute of the National Olympic Committee of Ukraine and this Regulation.

3. The activities of the Commission shall be governed by this Regulation, which shall be approved by the Executive Committee of the NOC of Ukraine upon the proposal of the Chairman of the Commission.

4. The Commission shall act to involve members of the NOC of Ukraine and specialists in physical culture and sports in the development of the Olympic Movement in Ukraine, to protect the rights of members of the Olympic Movement, to comply with the requirements of national and international regulations and to ensure certain areas of work of the NOC of Ukraine.

 

II. Main tasks of the Commission

The main tasks of the Commission are as follows:

  • Promoting the development and protection of the Olympic Movement in Ukraine, compliance with the norms and requirements of the Olympic Charter, the International Olympic Committee's Code of Ethics, the Anti-Doping Code, the Charter of the National Olympic Committee of Ukraine and the current legislation of Ukraine;
  • to promote the activities of the Olympic Movement in Ukraine in order to popularise the basic principles and ideas of Olympism at the regional level, to promote the introduction of Olympism into physical education and sports programmes in educational institutions;
  • promoting the study and preservation of Olympic history and traditions in the regions through the dissemination of Olympic education and culture;
  • promoting the role of women in sport at all levels and strictly observing the principle of equality between men and women;
  • opposing any political or commercial abuse of sport and athletes;
  • promoting the training of the Olympic reserve, the development of high-performance sports and the preparation of athletes for participation in the Olympic Games;
  • promoting the harmonious development of physical and moral qualities of people, strengthening their health and spiritual enrichment;
  • organisation and coordination of the activities of the NOC of Ukraine to ensure the implementation of the Programme for the Development of the Olympic Movement in Ukraine for the period 2019-2022;
  • facilitating the interaction of the members of the Commission and representatives of the NOC of Ukraine branches in the regions with other NOC of Ukraine commissions;
  • consideration at the meetings of issues related to the activities of the NOC of Ukraine in accordance with the areas of work for which the Commission is responsible.
  • making decisions on issues within the competence of the Commission.

The decisions of the Commission are advisory in nature and are subject to mandatory approval by the Executive Committee of the NOC of Ukraine.

The decisions of the Commission shall come into force from the date specified in the decision of the Executive Committee of the NOC of Ukraine. If such date is not specified, then from the moment of their approval by the Executive Committee of the NOC of Ukraine.

 

III. The procedure for forming the Commission

1. The Commission consists of not less than 5 and not more than 20 members, including:

  • Chairman
  • Deputy Chairman;
  • members of the commission.

2. The Commission may include members of the NOC of Ukraine, representatives of the Olympic Movement, representatives of state and public structures of Ukraine, specialists and experts whose activities are directly related to the work of the Commission.

The Commission shall include a representative of the Athletes' Commission of the NOC of Ukraine.

3. The Chairman, Deputy Chairman and members of the Commission shall be approved by the decision of the Executive Committee of the NOC of Ukraine upon the proposal of the President of the NOC of Ukraine. The decision shall be made by a majority vote.

4. The members of the Commission may be removed from the Commission only on the basis of the decision of the Executive Committee of the NOC of Ukraine on their own free will or on the proposal of the President of the NOC of Ukraine.

IV. Rights of the Commission

1. The Commission shall have the right to: - involve members of the NOC of Ukraine, specialists of the Executive Board of the NOC of Ukraine, experts and specialists in consideration of issues within its competence; - receive information from the Executive Board of the NOC of Ukraine, members of the NOC of Ukraine and other subjects of the Olympic Movement necessary for the performance of its tasks.

2. The Chairman of the Commission and its members are provided with guarantees of activity:

  • the possibility of attending events related to the performance of tasks assigned to the Commission;
  • independence in decision-making;
  • other guarantees related to the performance of tasks assigned to the commission.

 

V. Chairman of the Commission

The Chairman of the Commission has the following powers:

  • organise the work of the Commission;
  • hold and preside over the meetings of the Commission;
  • organise the work of the commission members in accordance with the direction of work and the work plan of the commission;
  • develops and submits the work plan of the Commission for approval at the meeting of the Commission;
  • participate in the formation of the commission's composition;
  • signs the minutes of the meetings, conducts correspondence on behalf of the Commission;
  • reports to the Executive Committee of the NOC of Ukraine on the work of the Commission and prepares materials on specific issues for its meetings;
  • submits proposals to the budget.

 

V. Deputy

The Deputy Chairman of the Commission shall be approved by the NOC Executive Committee together with the members of the Commission. The Deputy Chairman of the Commission shall act as the Chairman in his/her absence.

 

VI. Secretary

1. The Secretary of the Commission is a full-time employee of the Executive Directorate of the NOC of Ukraine, appointed by the relevant order of the Executive Director.

2. The Secretary of the Commission shall keep minutes of the meetings of the Commission, collect and prepare materials for the meetings of the Commission, and perform other instructions of the Head of the Commission in accordance with his/her powers.

3) The Secretary shall have an advisory vote at the meetings of the Commission.

 

VII. Organisation of the Commission's work

1) The main form of work of the Commission is a meeting.

Meetings of the Commission shall be held at least 2 times a year or more often, if necessary.

2) At the meetings of the commission, issues are considered in accordance with the work plan of the commission.

3) Meetings of the commission shall be held in public or in private. The decision on the form of the meeting shall be made by the commission prior to the meeting.

4) A meeting of the commission shall be deemed to be competent if at least half of the total number of its members are present.

5) Decisions of the commission shall be made by a simple majority of votes. In case of equality of votes, the Chairman of the Commission shall have a casting vote.

6. The Commission in accordance with the tasks assigned to it:

  • considers the documents, letters, appeals, applications, explanations submitted by the subjects of the Olympic Movement in accordance with the direction of its work;
  • hear the subjects of the Olympic Movement at its meetings; - involve experts, specialists in the relevant field in its work;
  • provide recommendations on solving problematic issues highlighted in documents, letters, appeals, statements and inform the NOC of Ukraine about its decision;
  • within the limits of its competence , develops proposals for providing assistance to the subjects of the Olympic Movement, including financial assistance , and submits them for approval to the Executive Committee of the NOC of Ukraine; - performs other functions arising from the tasks assigned to it.

7. The President of the NOC of Ukraine or any member of the Executive Committee may participate in the work of the Commission.

8 The material, technical and financial support of the Commission's activities shall be provided at the expense of the NOC of Ukraine in accordance with the approved budget.

 

VIII. Control over the activities of the Commission

1. The Commission's activities shall be controlled by the NOC of Ukraine Executive Board, and in the intervals between the meetings of the NOC of Ukraine Executive Board - by the President of the NOC of Ukraine.

2. The Chairman of the Commission shall report to the Executive Committee of the NOC of Ukraine on the work carried out at least once a year. The sequence and procedure for reporting shall be determined by the Executive Board of the NOC of Ukraine.

 

IX. Final provisions

In case the work of the Commission is found to be unsatisfactory, the Executive Board of the NOC of Ukraine may decide to terminate its work or re-elect the members of the Commission. Such a decision shall be made at a meeting of the Executive Committee by at least two-thirds of the votes of the members present.
